The large majority of commuters spend their time in relative quiet. Some read, some play on their electronic devices. There are always a few rude cell phone talkers or just loud boisterous partiers.
The point here is there are more considerate quiet people than there are inconsiderate talkers.
The LIRR now has a quiet car policy. If you prefer a quiet car you can go to the first or last car. I just realized what the problem with this policy is. The majority of considerate people have to be inconvenienced to ride in a specific car and the minority of loud talkers can sit wherever that want.
It should be the other way around.
