Can you fax that to us? That's so 1990's.

A few weeks ago I had to deal with my local town government. They wanted a copy of my survey. I scanned it in and asked the office manager what email I should send it to. A week later I still had not heard and called the official I had sent it to. His response, "I have an email address but I never look at it. I don't have a computer. It's best if you just send it to our fax machine" What year is this?
